The text for Ghoul's power lists only two options for when it gains rewards using its power: retrieve a ship from the warp or draw a card from the deck. However, because Ghoul's power gives it rewards, it may also use its power to draw from the reward deck if the reward deck is in use. This is confirmed in FFG's 2018 FAQ.
